Moderate Rehabilitation Wait Times for Housing Vouchers On average, households can expect to wait between 8 to 10 years before receiving a housing voucher. Referrals and Eligibility For certain housing programs, applicants must be referred to HACSC by a supportive service agency. Section 8 Housing Programs The Housing Choice Voucher (Section 8) program is the largest rental assistance program offered by HACSC, with approximately 17,000 participants. This program provides federally funded rental subsidies to low-income households residing in privately owned rental units. Payment Structure for Voucher Holders in the Moving to Work Program HACSC voucher holders participating in the Moving to Work (MTW) program contribute 32% of their gross income towards rent, or a minimum rent of $50 (whichever is higher). The agency then directly pays the remaining balance of the rent to the landlords on behalf of the families.
